Description:


Technical Specialist serves as SME for AASHTOWare Project software, analyzes data, creates User Stories, engineering/re-engineering current/future processes, develops SQL queries, XML interface changes, works as part of a SCRUM team to deliver software.

This position will be serving as a Technical Specialist/Expert SME for AASHTOWare Project's Preconstruction, Civil Rights and Labor, and Data Analytics modules and responsible for defining User Stories client software implementation and enhancement request.
Individuals should have strong general knowledge of application development and architecture principals, and knowledge of AWP modules/products.
They are responsible for ensuring team comprehension of technical and functional concepts to support working with the development team and Preconstruction Product Manager.
Work will include documenting the client User Stories specific to the client Bidding and Letting business processes using AWP software, but may also work on User Stories with other AWP Modules as needed.
This position will perform this work by developing Use Cases, Test Cases, Test Scripts, UX modifications using XML, reporting using SQL, in an Agile/DevOps software development team.
This position will be responsible for software quality for new enhancements as assigned, ensuring the highest possible quality outputs and reducing technical debt through adherence to AWP implementation Best Practices and Standards provided by AASHTO and its vendor.
This person will provide support for Pilot projects in development, and designing integrations with other legacy client applications and systems (SAP/SharePoint, etc.)
This position will be responsible for meeting with the client stakeholders to gather intelligence, and demonstrate system capabilities.
This position is responsible for working with other analysts and developers to break down the design into milestones and work items, tracking status of progress, managing communication and dependencies both to the technical team, and to the business customer as needed.
This individual will also coordinate test validation and rollout for functional components, ensuring customers are informed & trained with sufficient help & training materials.
Our preferences are for familiarity and experience with AASHTOWare Project Preconstruction modules, client preconstruction, letting processes, considerable experience performing complex analysis, agile development conventions such as SCRUM, and general familiarity with Agile development life cycle in a state level client.
This individual will work directly for the client Transportation Letting and Compliance Systems (LCS) manager.

Required/Desired Skills:

Skill - Required / Desired - Amount of Experience

Experience with AASHTOWare Project (AWP) software, especially Preconstruction, Civil Rights & Labor Data Analytics modules - Required - 3 Years

General knowledge of software development methodology, enterprise systems and industry or professional standards - Required - 3 Years

Experience with writing technical documentation - Required - 3 Years

Excellent written and verbal communications - easily understands and is easily understood by others in highly collaborative, fast-paced teams - Required - 3 Years

Experience with using SQL for querying databases, analyzing data and exporting/reporting out results - Required - 3 Years

Experience using XML, especially in the context of modifying application user interfaces and editing exported system files - Required - 3 Years

Experience with supporting product changes/change management - Required - 3 Years

Experience with identifying, documenting, troubleshooting, validating, and resolving customer and system issues - Required - 3 Years

Experience reviewing/analyzing software technical specifications and identifying relevant support information - Required - 3 Years

Experience creating visualizations/process diagrams - Required - 3 Years

Experience using Azure DevOps as part of an Agile team - Required - 3 Years

Experience with collaborative prototyping & demo for new solutions - Required - 3 Years

Experience writing training documentation for end users - Required - 2 Years

Experience with process engineering, and creating supporting visualizations - Required - 3 Years

General knowledge of IT technologies, architecture, infrastructure, and data center operations - Highly desired - 3 Years

General knowledge of market analysis data analysis techniques and conventions - Highly desired - 3 Years

Experience with project coordination - Nice to have - 3 Years

Experience with MS Teams environment - Nice to have - 3 Years

Experience with large systems that require integration with other enterprise systems (legacy systems, SharePoint, SAP, etc.) - Nice to have - 3 Years
